Sims 4 is currently available on Origin for free, yours to keep forever as long as you claim it before May 28, 2019. To claim it on the Origin client, add it to your wishlist first and then claim it from there. Otherwise, you can just claim it via a browser.
This is a really smart move for EA. They've already milked everyone who was willing to pay for the base game, and now they're treating it like an F2P game. They're going to be making even more money with one of the most predatory DLC schemes I've ever seen on an EA game. At its launch, The Sims 4 base game was a lot more stripped down than previous Sims base games so they can sell you the same rehashed ideas over and over and over. It gets worse and worse every Sims game.
To have a 100% full Sims 4 experience, do you know how much it's going to cost in total? And how much is it going to cost for a good enough experience with recommended stuff? Let's find out.
Base game - FREE
Expansion Packs
The expansion packs are the meatiest updates to the game, adding new mechanics, maps, locations, skins, clothes, and build items.
Each expansion pack costs a whopping SGD 49.90, literally as much as a new game. There are six expansions packs, which adds up to SGD 299.40 or PHP 11,392.04.
If you were only going to pick one, I recommend Seasons because it adds the most to your base game with a calendar and the four seasons, which affects all of the gameplay with seasonal activities. If you can't live without virtual cats and dogs, then you might want Cats & Dogs but that should have really been part of the base game. Actually, all of this shit should have been in the base game.
Game Packs
Game packs are smaller DLCs that add a single gameplay mechanic and a few items.
Each Game Pack goes for SGD 24.90. There are 7 of these, so that's SGD 174.30 or PHP 6,632.04.
The best one seems to be Parenthood, because it's like the old Generations expansion pack. It adds the parenting skill and adds more gameplay options for toddlers, kids, and teens. Dine Out lets you go to restaurants and run one, if you're into that.
Stuff Packs
Stuff packs are just items pack, adding a bunch of new stuff your Sims can buy and use. Literally virtual items.
Each one of these goes for SGD 12.90. And right now, there are a total of 14 of these. That's SGD 180.60 or PHP 6,871.75.

Adding all those together, if you buy ALL of them DLC, you're looking to spend a total of SGD 654.30 or PHP 24,895.84, which is an INSANE amount of money to spend on virtual items in a video game.
However, if you're going to go the conservative route, and just buy recommended stuff, how much are you going to spend? Well, that's largely up to you, depending on what you find valuable, but if you were to ask me, this is my recommended Sims 4 build:
Expansion Packs - Seasonsand Get to Work. These two expansions offer the most gameplay changes, so you get the most bang for your buck. That's a total of SGD 99.80 or PHP 3,797.35.
Does Sims 4 Cost Money
Game Packs - Parenthood only. It gives you Generations, which is all you'll really need to play a good Sims 4 game. That's just SGD 24.90 or PHP 947.40.
Stuff Packs - NONE
Total: SGD 124.70 (PHP 4,744.78)

I admit that that's still an ungodly amount to spend on one game, so my actual recommendation to you would be to not even bother with Sims 4. That's one of the most predatory games I've ever seen, and that's the type of shit we shouldn't be rewarding as consumers. Vote with your wallet, folks.
